How to Make Circle Pixels ( Pop -art Style ) for beginners :

• STEP 1

Open your photo in Adobe Photoshop Software. You can use any photo, for an example is you face, your animal, the panorama, and the others. 

In here I am using Image that is creation by Pedrosimoes, in flickr.

• STEP 2

The second step of How to Make Circle pixels in Photoshop is, Duplicate or Copy the Image Layer, 3 times. By pressing Ctrl + J 3 times. 

Then you need to give the Layer name, give a name 1,2, 3.  

After that use a right click on each Layer, and choose Convert to Smart Object  on Layer 1, Layer 2, and Layer 3, that is to make you can change the setting in each Layer. 

• Now, we will active on Layer 1.

Choose Filter > Pixelate > Mozaic, and set the Cell size 10, then click on OK button.

Then change the Blending to Screen , look at the picture below.

• Now, we will active on Layer 2

Choose Filter > Pixelate > Mozaic, and set the Cell size 20, more bigger than Layer 1,  then click on OK button.

After that set the Blending mode to the Darker Color.

• Now. we will active on Layer 3

Choose Filter > Pixelate > Mozaic, and set the Cell size 30, more bigger than Layer 2,  then click on OK button. And for the Blending Mode, is Normal.

The third step of How to Make Circle pixels in Photoshop is, you need to make Circle pattern first. Press Ctrl + N, then set the size 10x10 pixels , and click OK button. 

After that we will on New Worksheet side of Main Worksheet.

Delete the Layer if there are White Background Layer. And make empty New Layer, then use Marquee Tools, and pull out until make Circle shape.

When finished forming a circle, the result won't circle shape, but it forms a grid. That is because our Image size are so small. Look at the picture below.

Use a right click > choose Select Inverse > and press Ctrl + Backspace to coloring the Background, that is White color.

Then choose Edit > Define Pattern, then input the name as we want. And click on OK button.

The fourth step of How to Make circle Pixels (pop-art style ) is, open the Main worksheet. Make 1 layer at the top position, then give a White color by pressing Ctrl + Backspace, make the background in White by pressing D. 

Step 4

Use a right click on Layer > Blending Options, and set the Full Opacity 0%.

Then choose Pattern Overlay and search the Pattern that we make before. Set the scale as you want, in here for the scale I am using 500%. Then click on OK button. 

And the result will be like in the picture below.
